The 22nd District Police Clergy unites every month in their effort to thwart violent and criminal activities in Philadelphia neighborhoods. Response by 5th Council District office to RACCOONS running rampant in Strawberry Mansion neighborhood is that the resident has to "catch them in a trap". Do the residents have options - these raccoons are all over the place and breeding in a house where no one lives. This is a well-preserved historic block that is being ignored and needs some intervention - but who, with responses like this from your elected official.

Committee Person, Bonita Cummings, and Lester Emerson are the recently elected committee persons for the 13th Division; which divides on North 30th Street in the 2500 block and there is the 14th Division, right across the street which is creating havoc for the neighbors and the residents of this block because there is division. Thanks to Councilman Clarke who redistricts every time he is intimidated by a resident he manipulates the residents and denys services to the constiuent and word has it; puts money on the street to do his dirty work. So, who do you call when your leaders are on the wrong side of the law? Why after 10 years the residents are not given access to funding to help themselves; and that it take a Council orchestrated "walk-through" to get something done after residents have complained about issues for over 10 years.

After 4 hour walk-through with Councilman Clarke and an entourage of 7 of his staff and Licens and Inspections, houses are being torned down. But, there were 20 residents waiting for more than two hours inside to speak the Councilman only to be disrespected and ignored. His staff, Zenobia Harris whisked him off and the elected official never once addressed the 20 or more individuals inside - the councilman was in the area for more than five hours with fire engines sirens screaming and police flying up one way streets throughout the evening. What was that about? I think he was having a "ONE-MAN" parade...

FIRE! FIRE! FIRE!
This was the cry a few weeks ago when a house in the 2500 block of North 30th Street was on fire; living in the house was a single mother and 4 small children.

The firemen were unable to access the house to extinquish from the rear where the property was also blazing.

After several calls to Licensing and Inspections the alley remains a major obstruction for many houses through the alleyway in the event of an emergency.

Calls to Councilman Clarke, who serves on the City Council Committee of "Homeless & Housing", has prompted action by Mel Smith who in response to who responsibility is it to clean the alleyways was "the city no longer does that". Now why is the city placing residents lives in danger by placing the responsibility of alleyways and city-owned properties to seniors who occupy 85% of the homes in this neighborhood.
Also a big issue are the trees which are growing inside of homes and pulling up the foundation in the homes on seniors who have no money to pay for pruning or tree removal. Homes are being destroyed in many of the properties where the City of Philadelphia has determined that "they don't have any responsibility to clean the alleys" where these dangers are escalating.

recommendations for the Commission on Parks and Recreation

The City Council Committee on Parks Recreation and Cultural Affairs announced its commissioner recommendations to serve on the new Parks and Recreation Commission this afternoon. Out of 204 applications, the Committee was required to provide the full Council with 18-25 recommendations.

The 25 recommendations are: Noel Abejo, Charles Baltimore, Max Berger, Luther Collins, Andrew Denison,
Nancy Goldenberg, Debra Wolf Goldstein, Jeffrey Hackett, David Hollenberg, Alexander “Pete” Hoskins, John B. The Blueprint for a Safer Philadelphia is the ten year anti-violence initiative aimed at ending youth homicides in the city of Philadelphia by 2016. The Blueprint influences attitudes and changes community norms surrounding youth violence, and uses social, cultural and educational programs as a way to prevent violence before it begins.

Hey Dwight: Stop Foreclosures, and Give us Back the Right to Protect Ourselves

In 2001, as readers of the blog know, City Council passed a great anti-predatory lending bill.

The bill was a wonderful example of activism (ACORN, that Irv dude and CLS), media (Paul Davies at the Daily News, along with their Ed Board) and City government staff (like Derek Green) and Council members (like Marian Tasco) coming together to do something really great.

But then, in an effort led by Tasco's BFF, Dwight Evans, the state crushed Philadelphia's bill, and took away our power to do anything with regulating lending at all, by passing Act 55.

Talking about Act 55, and why he was about to kill the Tasco predatory lending law, Evans said the following (Daily News, June 12, 2001):

He was not convinced predatory lending was a widespread problem or that more legislation is needed.

"If this is a problem, I question if more laws are the answer," Evans said.

In reality, by 2001 there was no question that predatory lending was an issue. For the previous four or five years, mortgage foreclosures were skyrocketing in Philadelphia, including in the neighborhoods that make up Evans’ district. In the previous year alone, more than 5,000 foreclosures were filed in the City.

A week later, after the Daily News editorial board excoriated him for killing our predatory lending bill, Evans wrote the following in a letter to the editor (June 19, 2001):

I suggest you take your own advice and read the actual legislation. It contains the provisions you call for in your editorial (June 13). In places, it is actually more pro-consumer than what city officials are promoting.

House Bill 1703 offers strong restrictions that will provide unprecedented equity protection for homeowners. Moreover, it prohibits some practices associated with predatory lending.

To call it anti-consumer misses the complexity of this issue. The best way to stop predatory lending practices is to give teeth to the state Department of Banking. This is not a function of local government. House Bill 1703 provides the Department of Banking with extensive enforcement authority. We must not close off sources to those who need loans most.

I don’t like to call people liars, so lets just say that there was a lot of obvious and deliberate BS in that letter. His preemption bill did nothing except expose too many Philadelphians to subprime, predatory lenders. The fact that they were pretending it was somehow helping only made it a more bitter pill to swallow.

And then, three days later, the bill officially passed, and Evans said this:

Evans said that if the bill did not go far enough, changes can be made.

"This is not the end, only the beginning," he said

Councilman Clarke target of hate crime

City Councilman Darrell L. Clarke was the victim of an apparent hate crime, police and Clarke just told Philly Confidential.

Clarke said he walked outside his house this morning and found Nazi symbols and the letters "KKK" spray-painted on his car, a vehicle belonging to a relative of one of his staffers and another local resident's car. Crime Scene Unit investigators are currently dusting his car for prints while detectives try to determine what motivated the incident.

"Some idiot decided for whatever reason they needed to paint a swastika and 'KKK' all over my car," Clarke said. "I couldn't believe it."

Police spokesman Lt. Frank Vanore said investigators "are treating this as a hate crime. It's disgusting and we're trying to get to the bottom of who is behind it."

PHILADELPHIA, June 23, 2008 – Are you struggling to pay your utility bills? Worried about proposed rate increases? If so, you may want to attend an Energy Summit 10:00AM to 2:00PM, Monday, June 30 at the School of the Future, 4021 Parkside Avenue. Sponsored jointly by Vanessa Brown, Democratic candidate for State Representative 190th Legislative District, the West Philadelphia Coalition of Neighborhoods and Businesses and the Pennsylvania Public Utility Commission, the summit will provide consumers with information about caps placed on electric rate increases in 1996 that will expire in 2010.

“With the removal of the caps, electric rates could go up as much as 50 percent,” explained Vanessa Brown, community activist/co-sponsor of the summit. She said the summit will provide suggestions on things consumers can do now to decrease electric use and save money.

“It is imperative that we inform and empower the community to prepare themselves for the expiration of the rate caps that were imposed by the legislature to suppress our energy bills,” she continued. “Most consumers are not aware and will not be ready to handle the increase in their monthly bills as of 2010. As the energy crisis intensifies, it will be the low- and mid-income families that will bear the burden because of the limited number of options available to them. Community leaders must continue to be advocates and work with their constituents to bring their message forward to the institutions that control our energy bills. I am excited about the response from the community and the panelists who are planning to participate in the summit.”

Consumers will also be informed about the rate increases that the Philadelphia Water Department is requesting each year for the next four years. Representatives from PECO, PGW, the Water Department, and other utilities, will be on hand to address these issues and answer questions about programs that help families pay their utility bills. Additionally, consumers having problems with their bills can bring their bills with them and speak with representatives from the utility companies about resolving the problem.

JOB WELL DONE by residents of Strawberry Mansion Community. 20+ blocks represented to demonstrate unity and effectiveness of working together.
